On Wednesday, the Ministry of Civil Affairs held a video conference where civil agencies at all levels were told to check their respective districts and see whether there are vulnerable groups that need special care and help during the novel coronavirus epidemic.

According to a news release, the groups included seniors who live alone or who cannot return to old age homes, children and parents who have been left behind by adults working far away and uncared for orphans.

The step was necessary because the epidemic not only affects patients but also disrupts the normal lives of many others, sometimes threatening their health.

The State has mobilized all kinds of resources to treat patients. Over 40,000 medical workers from across the country have been rushed to Hubei province, the epicenter, especially its capital Wuhan, to help fight the virus, while every city has established systems to screen and accept those with infections.

However, the going might be tough for those in the vulnerable groups, like elderly citizens who live alone, or children who have been left behind with relatives who may not be able to take as much care of them during an epidemic.

At this critical juncture, it is the State that can provide essential care to these vulnerable groups by mobilizing resources and recruiting more hands.

The ministry's move shows the State's determination to extend care to every corner of society.

It also symbolizes China's progress in the field of social governance. It is hoped that all vulnerable groups get the help they need till the epidemic is controlled.
