The Beijing municipal government published a document on Wednesday suggesting ways to use education funds. It aims to improve the balance of educational resources, including facilities and talented people.
The document forbids the construction of "luxurious schools" that exceed standards of scale or budget. It also mentions improving the income of teachers.
The government will ensure that overall public education spending is maintained and that spending per student continues to increase year-on-year, it said.
In addition, the government will continue to support the reform of primary and middle schools to improve the balance of educational resources.
