China has approved the special action plan for patent commercialization and application for the years 2023-2025, according to a circular released by the General Office of the State Council on Oct 19.
According to the circular, a number of high-value patents will be commercialized by 2025. At universities and scientific research institutions, patent commercialization rate is expected to be significantly increased, the turnover of patent technology contracts nationwide to reach 800 billion yuan, and the output of certified patent-intensive products to exceed one trillion yuan.
Efforts will be made to establish market-oriented mechanisms for existing patent screening and evaluation, matchmaking of supply and demand, market promotion and commercial application, and tracking and feedback, said the circular. By the end of 2025, valid patents that have not been commercialized in universities and scientific research institutions should be included in the mechanisms.
The growth of small and medium-sized enterprises will be promoted with patent industrialization, and help will be offered to guide them to connect with more high-quality investment institutions. Cultivating and promoting patent-intensive products and formulating and introducing national standards to identify patent-intensive products are also stressed in the circular. Universities and scientific research institutions are encouraged to establish intellectual property management and operating funds through various channels.
During patent-related assessments, all local governments and relevant departments are asked to highlight the quality of patents and the guidance for patent commercialization and application, and consider commercial efficiency an important evaluation criterion.
The circular encouraged building a high-standard market system for intellectual property rights, promoting diversified financial support for intellectual property rights, improving the supporting service chain for patent commercialization and application, and easing the international circulation of intellectual property elements. Twenty high-quality national-level demonstration zones for concentrated development of intellectual property service industries will be built by the end of 2025, said the circular.
