In response to these challenges, the Chinese government has taken a significant step forward by introducing a trial guideline on the ethics review and service of AI technology. This framework provides clear guidance for the ethical review of AI technologies.

The trial guideline identifies three key areas of focus for ethical review: hybrid systems that influence human behavior, emotions, and health; algorithmic models and systems capable of shaping public opinion and social consciousness; and automated decision-making systems with high autonomy in scenarios involving safety and physical health risks. These areas highlight the critical need for ethical scrutiny to prevent harm and ensure that AI technologies align with societal values.

The trial guideline is designed to promote innovation while mitigating risks. It encourages the participation of universities, research institutions and enterprises in the formulation of ethical standards, fostering industry consensus and improving the standard system. Additionally, it promotes the construction of an AI ethics service system, offering support such as risk monitoring, testing and certification. These measures not only enhance the ethical integrity of AI technologies but also reduce compliance costs for businesses, particularly small and medium-sized enterprises.

The introduction of the trial guideline is part of a broader effort to strengthen the ethical governance of technology in China. It builds on previous initiatives, such as a trial guideline on technology ethics review issued in September 2023, and aligns with the country's commitment to responsible innovation. By integrating ethical considerations into the development process, the latest trial guideline aims to ensure that AI technologies are developed with a focus on human well-being, fairness and transparency.

The document works in tandem with existing laws and regulations, such as the Cybersecurity Law, the Data Security Law and the Personal Information Protection Law, to create a comprehensive governance framework for AI. This integrated approach ensures that ethical oversight is not an afterthought but a foundational aspect of AI development and deployment.

As AI continues to evolve and permeate every aspect of our lives, the need for ethical governance becomes increasingly urgent. The trial guideline represents a key step toward ensuring that AI technologies are developed and used in ways that benefit people in tangible ways. By prioritizing ethical oversight, the potential of AI can be harnessed while minimizing its risks, paving the way for a sustainable and ethical digital future.

The guideline is also another indication that China is at the forefront of AI governance. The document emphasizes six key areas for AI ethical review: human well-being; fairness and justice; controllability and trustworthiness; transparency and explainability; accountability and traceability; and privacy protection, which embodies the country's effort in closing the institutional gap in the ethical review of AI technology.

To facilitate implementation, the guideline includes detailed procedures for ethical review of AI technology, optimizing the process by specifying four main aspects: application and acceptance, general and simplified procedures, expert review procedures, and emergency procedures.
