Beijing's Huairou district has rolled out new measures to optimize its business environment while upgrading its event-hosting sector to foster high-quality urban development, officials said.

The recently released 10 measures, following 20 others launched earlier this year, aim to further enhance corporate legal protections and are part of the district's efforts to support its goal of becoming a top demonstration area for strategic science and technology.

Mo Jianbin, deputy Party secretary of the district, and head of its political and legal affairs, said these measures focus heavily on intellectual property and innovation. The initiatives strike a legal "combination punch" covering protection, crackdown, maintenance and service.

The measures include establishing a legal protection center for new quality productive forces, a commercial mediation center and an enterprise credit repair mechanism.

The district will also set up a whitelist for litigation preservation, launch a special action against commercial secret crimes and implement tailored security policies for large events, Mo said.

Huairou is also equipping key enterprises with "legal stewards" and opening facilitated channels for business cases.

Huairou saw 2,467 new market entities established in the first two months, ranking first in year-on-year growth among the city's ecological conservation areas.

Huairou's online services in WeChat have helped over 1,000 enterprises recover more than 32 million yuan ($4.7 million). Last year, the district court concluded 12,819 such cases, with key business indicators ranking among the top in Beijing. The district also led the city in combating telecom fraud cases and non-punishment cases through flexible law enforcement.

Huairou also aims to become a premier outdoor sports destination. Wei Xiaoping, deputy district head, detailed a system that refines traditional events like the Great Wall of China Marathon, and introduces high-level competitions such as the Kailas Race, the World Triathlon Cup, and the China Rally Championship. The district is also cultivating emerging sports like sailing and pickleball.

By expanding mass fitness activities in winter sports, badminton and table tennis, and hosting a national fitness sports festival, Huairou aims to ensure activities every week and competitions every month.

"The biggest innovation lies in systematization, stratification and integration," Wei said, adding that this systematically upgrades mature events with good reputations.

Huairou is injecting impetus into urban development with its emerging event sector. Sun Le, deputy district head, said that during the upcoming 16th Beijing International Film Festival, the district will integrate film with sports, such as the Yanqi Lake spring sailing race.

Three boutique spring tourism routes have been launched — featuring themes like flowery countryside and valley spring outings — offering diverse experiences from sightseeing to local cuisine.

Moreover, Huairou has partnered with Aranya Group to develop Yanqi Town. Planned facilities include a photography art center, professional cinemas, multi-functional theaters, themed bookstores and designer boutiques, allowing visitors to enjoy a relaxed life alongside immersive cultural scenes and outdoor sports.
