Boosting foreign, domestic trade

exports, striving to bring three to five of them into the array of
national-level brands.
It will consolidate the research and development
(R&D) level and production abilities for the export of high-end products and
push forward exports of self-developed products with intellectual property
rights in the light industry, textile, household electronic appliance and
machinery sectors, Ye told China Daily.
Ye said the province would
enhance the development of high-tech products.
The province will support
the export of automobiles produced by Hafei Motor Co Ltd and the power
generation facilities produced by Harbin Power Station.
While
consolidating the traditional market in the European Union, the United States,
Japan, the Republic of Korea and the Middle East, the province will expand
markets in Africa, South America and surrounding countries.
It will also
strengthen co-operation with ASEAN (Association of Southeast Asian Nations)
countries.
Ye told China Daily that strategic upgrading of economic and
trade co-operation with Russia is another of the province's major tasks this
year.
Taking advantage of the "the Year of Russia in China" in 2006, the
province will seek breakthroughs in its trade with Russia, investment
co-operation in developing energy and raw materials and port
co-operation.
"The province aims to have 26 per cent growth in trade with
Russia, as well as doubling its investment in Russia," Ye said.
During
"the Year of Russia in China" this year, a meeting week among governors and
mayors will be held, together with other activities such as the Sino-Russian
High-tech Forum and Sino-Russian Enterprise Project Talks in
Heilongjiang.
To boost trade with Russia, Heilongjiang will optimize the
infrastructure of the ports such as Suifenhe, Heihe, Dongning and Tongjiang. At
the same time, it will also pay attention to the investment and construction of
medium and small-sized ports.
Ye said the province will encourage and
support local enterprises to explore markets in developed and developing
countries by means of mergers and acquisitions, leasing, going public on
overseas markets and setting up R&D centres.
The province will also
support local firms to contract large projects and offer labour services to new
markets including Mongolia and Sudan.
Heilongjiang has traditional
advantages in contracting large-scale engineering and resource development
projects in Southeast Asian countries, the Middle East and African
markets.
