Guidelines for the development of China's strategic emerging industries in the 12th Five-Year Plan (2011-2015) period and individual plans for seven emerging industries have been submitted to the State Council for approval, Economic Information Daily reported Thursday.

The plans, which define four emerging industries - energy saving and environmental protection, new information technology, biology and high-end equipment manufacturing industry - as pillar industries and three – new energy, new materials and new energy vehicles - as leading industries, will be released in September, the report said.

Several ministries have taken part in the draft of the plans. The proposal for new energy is led by National Energy Administration and the plan for energy saving is by the department of resource conservation and environmental protection of the National Development and Reform Commission (NDRC).

The high-tech industry department of the NDRC leads the draft of new materials and biology industries and the Ministry of Industry and Information Technology (MIIT) takes charge of plans for new energy cars and high-end equipment manufacturing. MIIT and NDRC will co-preside over the plan for new information technology. The Ministry of Science and Technology and other related departments also joined in the drafting.

"Industry chains of the seven strategic emerging industries will be built in the next few years and pose a positive effect to China’s economy and new industrial cycles," said Zhou Zixue, chief economist of the MIIT. He estimated that the added value of emerging industries will hit 4.3 trillion yuan by 2015 and 11.4 trillion yuan in 2020. In order to achieve this target, strategic emerging industries should achieve an annual growth of 24.1 percent between 2011 and 2015 and 21.3 percent between 2016 and 2020, the newspaper reported.
