十八屆三中全會首次提出要健全自然資源資產(chǎn)產(chǎn)權制度和用途管制制度，并重申劃定生態(tài)保護紅線，實行資源有償使用制度和生態(tài)補償制度，改革生態(tài)環(huán)境保護管理體制。

In the communique, a clear proposition of the "ecological red line" was put forward for the first time. The Chinese leadership urges the drawing of a "red line" for ecological protection and the implementation of a system of paid use of resources and ecological compensation.

公報首次明確提出劃定“生態(tài)保護紅線”。中國領導人敦促劃定生態(tài)保護的“紅線”，實行資源有償使用和生態(tài)補償制度。

Ecological red line就是“生態(tài)保護紅線”，劃定區(qū)域包括ecologically sensitive areas（生態(tài)敏感區(qū)）、ecologically vulnerable areas（生態(tài)脆弱區(qū)）和ecologically functional zones（生態(tài)功能區(qū)）。

劃定耕地紅線是為了保障food security（糧食安全），劃定生態(tài)紅線是為了保護國家的ecological security（生態(tài)安全）。除了劃定生態(tài)紅線區(qū)，全會還指出要實行paid use of resources（資源有償使用）和ecological compensation（生態(tài)補償）的制度。
