Guangzhou, the capital of Guangdong Province is seeking overseas financial investment to develop its garbage-recycling industry.

Lu Zhiyi, director of the Guangzhou Municipal Bureau of General Sanitation, said foreign investors can build both garbage treatment plants and power stations which burn rubbish to generate electricity.

Guangzhou is seeking foreign investment to construct four sewage-treatment plants that need large investments, Lu said.

The city collects more than 6,800 tons of organic garbage a day and about 33 per cent can be recycled, Lu said, adding that another 59 per cent can used to produce organic fertilizers.

Currently, less than 10 per cent of organic garbage is recycled daily.

The municipal government has recently decided to invest more than 320 million yuan (US$30.55 million) to construct a large rubbish-treatment plant in Guangzhou's Baiyun District, Lu said. Construction on Likeng Rubbish Treatment Plant will be completed in 12 months.

The plant will be able to handle more than 10 per cent of garbage a day after it starts operation in early 2005. It will produce more than 120,000 tons of organic fertilizers a year.

Meanwhile, a 720-million yuan (US$86.75 million) power station that will burn garbage to generate electricity is being built.

Lu said the project, which has an installed capacity of 20,000 kilowatts, will begin operation before the end of 2004. It will generate 130 million kilowatt hours of electricity annually and process more than 1,000 tons of garbage daily.

Located in Guangzhou's Baiyun District, the project is the first power plant that burns garbage to generate electricity in the province.
