Abstract: Establishing a public policy evaluation system with Chinese characteristics is an important mission at present. Russia’s public policy evaluation is worth learning. First, the country added the evaluation system into legal procedure, requiring that all laws and regulations related to economic and social issues and people’s livelihood should go through the procedure of “public appraisal” before implementation and all governments and parliaments at each level must follow the rule without any reservation. Second, the evaluation entities tend to become diversified, and the government pays more attention to give play to the role of non-government organizations. Third, the evaluation results are made known to the public for social supervision. Fourth, corruption prevention is taken as an important part of public policy evaluation. Russia’s policy evaluation, especially the third-party evaluation, is playing an increasingly important role in providing decision-making basis, supervising policy implementation and improving policy effects. China’s public policy evaluation should also abide by the principles of rule of law, objectivity and openness. We need to focus on promoting law-based evaluation, with objectivity and accuracy as the aim, and with each-level government playing the leading role. While promoting law-based evaluation work, we need to make evaluation entities become diversified, and with the support of adequate IT information, we could make proper evaluation and produce open results. We need to explore the way of forming a new system of public policy evaluation with Chinese characteristics.
