China to ratify framework convention on tobacco control China's top legislature is expected to ratify the Framework Convention on Tobacco Control (FCTC) to limit the sale and production of tobacco products. The convention is being discussed at the ongoing session of the Standing Committee of the National People's Congress on Tuesday in Beijing. The FCTC is an international treaty which was adopted in 2003 under the auspices of the World Health Organisation. It is the first global health treaty and provides a framework for countries to implement an effective tobacco control strategy. China joined other countries in signing the convention, which covers issues such as youth access to tobacco, tobacco advertising and marketing, price of tobacco products, environmental tobacco smoke, smuggling, surveillance and research. If China ratifies the convention, it should prohibit selling cigarettes in vending machines. Reports say China's two Special Administrative Regions, Hong Kong and Macao,
have already ratified the regulation.
