Ex-deputy head of NDRC faces bribery charges

Liu Tienan, former deputy director of the National?Development and Reform Commission, is being prosecuted in Langfang Intermediate People's Court in Hebei province on bribery charges.

The Supreme People's Procuratorate said on its website on Monday that Liu was accused of accepting bribes by the Langfang People's Procuratorate, which filed the charge at Langfang Intermediate People's Court.

Liu was dismissed from his post in May 2013 for suspected involvement in "serious disciplinary violations".

The Langfang prosecuting department said that when Liu was director of the industrial department and deputy head of the National Development and Reform Commission, he used his position to seek benefits from others and illegally accepted "an extremely large amount" of financial incentives.

"Considering the huge amount of money involved resulting in a bad social influence, he will be held criminally accountable according to the law," the SPP statement said.

The prosecuting department has told Liu his litigation rights, interrogated him, and listened to the arguments of his lawyer.

Liu was also head of the National Energy Administration from December 2010 until March 2013, when he was removed from the Party and the post after allegations against him surfaced online.

Luo Changping, deputy editor-in-chief of Caijing magazine, said in a post that Liu is suspected of committing many offenses.

According to a report by the magazine, Liu's wife, Guo Jinghua, and his son were shareholders in CGR Investment Inc, an enterprise owned by Ni Ritao, a businessman who bought and merged State-owned paper manufacturing companies.

Liu helped Ni get loans from domestic banks, and in return, Ni gave a large amount of money to Liu's son, according to the reports.

According to the National Energy Administration, a group of retired high officials under the administration - including Liu's predecessor, Zhang Guobao - also reported Liu's alleged corruption, which led to his stepping down.

Also on Monday, Tong Mingqian, former deputy head of the Hunan Provincial Political Consultative Conference, was accused of dereliction of duty by the Beijing No 2 People's Prosecuting Department, which filed the charge to Beijing No 2 Intermediate Court for trial.

According to the prosecuting department, when Tong was Party chief of Hengyang, Hunan province, from 2012 to 2013, he didn't take the responsibility seriously or perform his duties, resulting in a serious bribery incident in the local people's congress election in early 2013.
