Abstract: Chongqing municipality has made use of the ecological function of land coupon in realizing the ecological product value and the main measures rest on market-based transfer of land factors. To increase urban construction land requires the increase of equal amount of rural reclaimed land, forested land or grassland. And by giving guidance to market elements allocation through transactions to push ahead with the formation of a unified construction land market between rural and urban areas, the development of rural and urban areas are ensured and the ecological environment gets improved. The prominent feature of the practice mentioned above is to merge different pieces of land into an integrated whole for relative use, and such a practice is applicable for many areas. Instead of having its eyes on clustered development in abandoned villages, the municipal government encouraged the farmers to make reclamation of the wasteland in light of the circumstances whether it’s suitable for farming, or for the cultivation of forested land or for the management of grassland. As a result, these efforts have eventually realized the optimization of the limited resources. The practice of Chongqing in its expanding the ecological function of land coupon has offered some significant references for us to push ahead with the realization of China’s ecological product value in wider areas, and the major enlightenments drawn for us are as follows. 1. The municipal government has laid emphasis on the inter-department cooperation and given full play to the role of various entities. 2. The government has paid attention to addressing related problems and faithfully and continuously deepened the reform. 3. The government has highlighted the pilot practice first in some selected areas and then pushed forward the work in a tailored manner and in light of local conditions. 4. The government has taken a people-oriented approach and given full play to the role of market mechanism. 5. The government has focused its work on the realization of physical assets rights and accelerated the optimized allocation of market factors and resources.
