Fujian clarified 1,487 top priority projects for the forthcoming year at a provincial government's executive meeting held by governor Yu Weiguo on Dec 27, Fujian Daily reported.
The total investment of the projects is estimated at 3.57 trillion yuan ($514 billion). Currently, 1,103 projects are underway with a combined investment of 2.59 trillion yuan.
The meeting pointed out that these carefully selected projects hold great importance for socioeconomic development, both short and long term, for infrastructure improvement, industrial transformation, and public welfare construction. The local government has been reminded of its imperative to provide the support necessary for smooth progress.
The meeting also decided to push for the integration of first, secondary and tertiary industries in rural areas. Furthermore, it aims to drive the integration of medical care and elderly care and to increase urbanization and thorough urban planning.
To fulfill these goals, the meeting gave specific guidance.
Initially, the integration of first, secondary and tertiary industries in rural area is crucial for diversifying the revenue channels of rural residents and improving the competitiveness of the agriculture industry.
It is expected that the local governments will try and develop a winning formula, one that can be successfully expanded across the entirety of Fujian province. It is hoped that by 2020 the region will develop strong agricultural industries in the areas of tea cultivation, floral industry, forestry and aquatic products and that a 100 billion yuan will be added to the full industrial chain.
Secondly, Fujian will increase access to health care and elderly care by propelling the integration of the two systems and by fully mobilizing public and private resources. By the end of 2017, a number of institutions offering both quality health care and elderly care will be built in the province. By 2020 resources will be coordinated and shared between health care and elderly care systems. This point will be signified by a greater flexibility in treatment; elderly care facilities will offer 30 percent of beds for rehabilitative uses.
Thirdly, Fujian's urbanization plan is centered on raising the quality of life for local residents. Crucial to achieving this is creating a stable employment market and a sustainable living environment. Also of importance is the ability of newly arriving residents to enjoy equal opportunities in residency, housing, healthcare, and education.
The influx in residents that will come as a consequence of development will be supported by the improvement of infrastructure and public services. However, the Fujian authorities will also be keen to delineate between urban and rural areas so that the development does not hamper agricultural or environmental interests.
As a province made up of 65.95 percent forest, the balance between commercial and environmental interests is paramount. Fujian will implement measures to maintain balance between land development and ecological preservation.
Fujian's Wuyishan city started such reformative measures in 2016. In seven of its sub regions, forest land was made accessible for purchase and development. More regions in Fujian will join the pilot areas in 2017. During the 13th Five-Year Plan period (2016-2020), 13,300 hectares of forestland will be included in the reforms.
