The Guizhou Provincial Department of Finance set up a new innovation and development system for fiscal funds for agricultural development in 2008, including investment, integration, competition, performance and supervision.
In order to implement the decision made by the Guizhou Provincial Party Committee and the provincial government about the construction of 100 modernized agricultural gardens, a special fund of 300 million yuan ($48.81 million) in the provincial agricultural development fund will be invested to support the development of modernized agricultural gardens. The amount of the special fund will be increased every year.
The Guizhou Provincial Department of Finance also actively cooperates with other government departments to support the construction of agricultural gardens.
The distribution of the fund will be based on fair competition among agricultural gardens.
In order to assess the performance of the agricultural gardens, the Guizhou Provincial Department of Finance and the Guizhou Provincial Agriculture Commission have issued the Plan of the Performance Assessment for Agricultural Gardens. The results of the assessment will be used to determine distribution.
The Guizhou Provincial Department of Finance will cooperate with other government departments to supervise the use of construction funds for agricultural gardens, ensuring that the fund will be used safely, effectively and reasonably.
