Siming district in Xiamen, East China's Fujian province, held a seminar on the “close neighbor” model, a form of community management, on Dec 5.

More than 50 participants, including leaders of the Party School of the Central Committee of the CPC, experts and scholars in the field of social governance, and editors of professional journals, attended in the seminar.

Siming district is the birthplace of the “close neighbor” model. The district has been adhering to the model for the past few years and has established a pattern of co-construction, co-governance, and sharing among residents and organizations. The model has helped bring organizations together and improved interpersonal relationships in urban governance.

At the seminar, Siming district demonstrated the success of the model through promotional videos, albums, and research reports. Leaders, experts, and scholars discussed the model and offered advice on further improving it.

Zeng Lijuan, deputy director of the organization department of Xiamen, said during the seminar that Siming district has generalized lots of mass work methods and promoted the development of the “close neighbor” model.

Liao Huasheng, Party secretary of Siming district, said that Siming will next focus on increasing enthusiasm and initiative among the masses and improving grass-rooted governance. It will also continue to expand the "close neighbor" model, establish rules and regulations and create more replicable experiences.
