Fiscal transparency low

China's 31 provincial-level administrative regions score an average of 31.4 points out of 100 on fiscal transparency, according to the 2013 Fiscal Transparency Report of China conducted by the Research Center of Public Policy at Shanghai University of Finance and Economics, China Economic Weekly reported.

據(jù)《中國經(jīng)濟周刊》報道，上海財經(jīng)大學(xué)公共政策研究中心起草的《2013中國財政透明度報告》顯示，31個省級行政區(qū)財政透明度平均得分按百分制計算僅為31.4分。

For the first time in 5 years, there are 2 provinces passing the borderline, which are Hainan, rated as the most transparent province with a score of 77.7, and Fujian scoring 68.46.

財政透明度狀況最好的省份是海南省，得分為77.7分，緊隨其后的福建省得分為68.46分，這是5年來首次有省份沖破及格線。

The 3 least transparent provinces scoring less than 20 points are Jilin (14), Liaoning (18.69) and Zhejiang (19.44).

得分最低的3個省份依次是吉林(14分)、遼寧 (18.69分)、浙江(19.44分)，均不超過20分。
